Damage control starts after something has already gone wrong: a citation, a notice of violation, a complaint, an incident, or an inspector on site. The first job is to stop making it worse. The second is a written, ordered response.

Arroyo helps gather what happened, what the record shows, and what has to go back to the agency or leadership. Typical triggers include ADOSH citations, MCAQD dust actions, and ADEQ or EPA NOVs. This is not a promise that a finding will be withdrawn. It is help getting the response right.

Dust control plans and permits for Arizona earthmoving, yards, haul roads, construction, and aggregate. You remain the permittee.

Dust is a standing enforcement item in Arizona. Earthmoving, vacant lots, trackout, haul roads, construction, aggregate, and ready-mix all sit under county and state dust rules. Arroyo writes the dust control plan and the permit package, and checks the written program against the yard.

Typical work covers MCAQD Rule 310 / 310.01 style plans, ADEQ and other Arizona county programs, and help after a dust NOV or order of abatement. Starting packages for smaller sites begin from $1,500; acreage and scope set the actual quote. This is plan, permit, and assessment work—not a water-truck standby contract. You remain the permittee.

Heat illness program + supervisor training

Heat illness prevention programs and supervisor training sized for Arizona summers—not a generic national template.

Phoenix heat is an owned Arizona problem. Outdoor crews, plant yards, and construction jobs need a written heat illness program that matches how the work actually runs: water, shade/rest, acclimatization, emergency response, and who stops the job.

Arroyo builds or repairs the written program and trains supervisors on recognition, response, and documentation. Useful before summer, after a heat-related incident, or when ADOSH or a GC asks for proof the program is real.

A gap assessment walks the written program, the records, and the actual work. The output is a ranked list of what is missing, what is out of date, and what is written but not followed—plus a clear next step.

A typical 1-day assessment starts from $2,000–$3,500 depending on headcount and complexity. Extra hours run $225–$275/hr; full days $1,200–$1,800. Many sites then move onto Fractional Lead to work the CAPA month by month instead of letting the punch list die in a binder.

Written programs

Written EHS programs and procedures sized to the operation, often as follow-on from an assessment or consulting engagement.

Written programs only help if they match the jobs on the floor. Arroyo drafts or repairs fall protection, silica, confined space (program and planning—not field standby or rescue team), lockout/tagout, respiratory protection, and related procedures.

Often scoped after a gap assessment or as part of Fractional Lead hours. This is program and planning work. Confined space offering is not field standby and not a team on the pad.

A permit package fails when it is incomplete, inconsistent, or written in language the reviewer cannot follow. Arroyo drafts the application, the supporting write-up, and the consultation around what the site actually does.

Industrial hygiene sampling

Industrial hygiene sampling planned around the jobs and the contaminants that matter on the site.

Sampling is how you find out what people are actually breathing or touching. Arroyo plans the sample, collects it, and puts the result in language a supervisor can use.

Useful when a process changes, a complaint comes in, or you need a baseline before you spend money on controls. Field sampling stays in Arizona.

OSHA 10 / OSHA 30 training

OSHA 10 and OSHA 30 training for crews and supervisors who need the card. Offered as an attach to assessments, retainers, and consulting—not the lead product.

OSHA 10 is for workers. OSHA 30 is for supervisors, leads, and anyone the site has decided must sit the 30. Arroyo delivers both when a client needs the cards as part of a broader engagement.

Training alone is not the primary offer. Prefer assessment, Fractional Lead, dust, heat, or citation response as the entry; add OSHA cards when the site needs them.

First Aid, CPR, and AED training

First Aid, CPR, and AED training for sites that need people on the floor who can respond. Attach to broader EHS work.

When something happens on a plant or a job, the first minutes belong to whoever is standing there. This training covers first aid, CPR, and AED use so that person is not guessing.

Useful as an add-on for new hires, refresher cycles, and crews that have turned over—typically scoped with other Arroyo work rather than as a standalone lead.

VPP preparation

Preparation for OSHA’s Voluntary Protection Programs. Available on request; not a primary go-to-market offer.

VPP is a high bar. Preparation means the injury and illness program, employee involvement, worksite analysis, hazard prevention, and training are in a condition you can stand behind.

Arroyo helps a site see what is ready and what is not. This is preparation work and a secondary service—not a guarantee that OSHA will accept the application or award the site.
